An update to the Energy Infrastructure Revolving Loan Program (EIRLP) accommodated assistance for utility infrastructure improvements in counties impacted by 2024 natural disasters. Other eligible projects allowed under the EIRLP not related to disaster recovery will still be accepted and reviewed.
The next loan application deadline is January 9, 2025.
Municipal electric utilities, municipal natural gas utilities and rural electric cooperatives are eligible for unique loans tailored to assist with specified distribution and/or transmission infrastructure needs that exist in presidentially declared disaster counties. A map of these counties is available here.
Utility projects in the disaster impacted counties that improve the applicant’s preparedness for future severe weather events and natural disasters are eligible for a zero percent interest loan. The interest rate is subject to negotiation by the Iowa Energy Center (IEC) if a utility in a disaster-impacted county and its customers did not experience financial impacts or damage from the disaster. Disaster-impacted utilities may use loan proceeds for local match and/or cash flow to leverage federal hazard mitigation assistance funding. Applications for the EIRLP are accepted through IowaGrants.gov.
