The U.S. Internal Revenue Service announced a determination that a government subsidized project to replace the private portion of a lead service line “does not result in income to the residential property owners” and “accordingly, water systems and state governments are not required to file information returns or furnish payee statements.” The policy means the cost of replacing the private portion of a lead service line is not taxable and, therefore, SRFs and utilities are not required to issue a 1099 to homeowners for these projects.
As of February 2024, updated guidance for lead service line replacement project plans and preliminary engineering reports for Drinking Water State Revolving Fund (DWSRF) projects that include lead service line replacements is available at https://www.iowadnr.gov/Environmental-Protection/Water-Quality/Water-Supply-Engineering/State-Revolving-Loan-Fund, and at https://www.iowasrf.com/bipartisan-infrastructure-law/.

It is the world’s most extracted natural resource, and it supports our ecosystems. An annual observance established in 1999 to highlight the responsible development, management, and use of groundwater, the event is also a platform to encourage yearly water well testing and well maintenance, and the promotion of policies impacting groundwater quality and supply. Groundwater advocates across the country also use the week to highlight local water issues in their communities. The National Groundwater Association has all you need to get the word out. Just go to https://www.ngwa.org/get-involved/gwaw to access free tools, resources, and communications to share with others. During National Groundwater Awareness Week, IAMU will be sharing information on the topic on Facebook and LinkedIn. Feel free to share our posts. Natural Gas Utility Workers Day started nine years ago in 2015. The designation is meant to recognize employees who provide one of their most valuable assets—their natural gas utility. The date of March 18 was chosen because it was the date of the New London, Texas school explosion in 1937 that led to the widespread odorization of natural gas and an increased emphasis on safety.
Ways in which you can acknowledge Natural Gas Utility Workers:
March 11-14, 2024 will be the Gas Pipeline Welder Qualification Workshop, a workshop for gas distribution system welders who work for municipal utilities or welding contractors. Includes the opportunity to perform one or more of the pipeline welding procedures included in the IAMU procedures manual. Instructions on current welding techniques will be given throughout. The workshop is designed for beginning and advanced welding!
