The Iowa Association of Municipal Utilities Gas Department and Nelson Technologies will offer a one-day Natural Gas Odorizer Training Workshop. The class will take place on Wednesday, December 13 at the IAMU Training and Office Complex. For more information, and to register, click here. Why You Should Attend: In recent years, the ability to maintain and/or correct deficiencies with odorizers has been difficult. The lack of company support systems, parts, and knowledge of “older” odorizers has been a common problem among municipal gas systems. This workshop will provide hands-on training from industry experts specific to odorizers and odorization. Operators will gain a better understanding of principle odorizer functions and will also be provided with replacement options for possible Capital Improvement Projects. November is the beginning of the holiday season, but it’s also the start of the most dangerous time of year for slips and falls. As you might suspect, the bulk of slip and fall accidents occur between December and March.

Federal OSHA has officially issued a final rule setting compliance date for crane operator certification requirements. The extension is granted for a period of one year, ending Nov. 10, 2018. Below is the official OSHA Trade Release: U.S. Department of Labor Occupational Safety and Health Administration Office of Communications Washington, D.C. www.osha.gov For Immediate Release November 9, 2017 OSHA Issues Final Rule Setting Compliance Date for Crane Operator Certification Requirements WASHINGTON, DC – The Occupational Safety and Health Administration (OSHA) today issued a final rule setting November 10, 2018, as the date for employers in the construction industries to comply with a requirement for crane operator certification. The final rule becomes effective November 9, 2017. OSHA issued a final cranes and derricks rule in August 2010. After stakeholders expressed concerns regarding the rule’s certification requirements, OSHA published a separate final rule in September 2014, extending by three years the crane operator certification and competency requirements. This one-year extension provides additional time for OSHA to complete a rulemaking to address stakeholder concerns related to the Cranes and Derricks in Construction standard. OSHA’s Advisory Committee on Construction Safety and Health (ACCSH) recommended delaying enforcement of the certification requirement and extending the employer assessment responsibilities for the same period. Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA’s role is to ensure these conditions for America’s working men and women by setting and enforcing standards, and providing training, education and assistance. The Iowa Association of Municipal Utilities (IAMU) has developed six Job Description Templates for members when creating job descriptions for position postings and for general use. The new job description templates include ones for:

The templates are available to all IAMU members for free. Safety Group Insurance Program participants can also receive complimentary consulting assistance in using the templates from Dave Eaton, IAMU Risk Improvement Representative. If you are not an insurance program participant, there is a nominal fee for the added consulting services. To get the discussions started, the Iowa Association of Municipal Utilities (IAMU) has invited Fred Hubbell to speak at the 5th Annual Energy Conference on Thursday, Nov. 30 from 11:10 a.m. until 12 p.m. The Energy Conference is being held at the Prairie Meadows Casino Events and Conference Center in Altoona, Iowa. Fred will take a look at state issues during his presentation. As chairman of the Iowa Power Fund, Fred was tasked with investing state funds in the renewable energy sector, investments that helped spur Iowa’s growth into a leading producer of clean energy. Fred was also called upon to serve as interim director of the Iowa Department of Economic Development. While interim director, he promoted economic growth in every corner of the state. The 23rd Annual Water and Wastewater Operator’s Training Workshop will be held November 14 – 16, 2017, at Holiday Inn Northwest, Des Moines. To register, click here.

The American Public Power Association's Academy is offering a series of two webinars on FEMA's Public Assistance Grant Program. The program provides reimbursement of costs associated with debris removal, emergency protective measures, and the repair and restoration of damaged facilities. But, this disaster assistance is subject to eligibility rules applicable to the applicant, facility, work, and cost. Through this series, attendees will learn about procurement requirements, how to avoid common mistakes that can lead to disallowance of funding, what to expect if you are targeted for an audit, and about FEMA's appeals process.

Here are the highlights from the survey report that IAMU received from the University of Northern Iowa’s Strategic Marketing Services, which conducted the survey for us. Mel Marcotte was a well-known name to many power lineworkers across Iowa, and he touched the lives of hundreds of electric utility personnel in the rural electric cooperatives and municipal utilities across the state. Mel was the first Powerline instructor hired in 1967, at the trade school (now community college) in Sheldon - Northwest Iowa Community College (NCC). Mel once admitted to having taught something on the order of 700 power line students during his career at NCC, and it was estimated that 70 to 75% of those graduates eventually were employed at Iowa utilities. Mel passed away in March 2005. At that time, a scholarship in his memory was established at NCC. In the next few weeks, NCC graduates for whom the NCC Foundation has a mailing address will receive a solicitation for donations to any of several program funds, including the Mel Marcotte Memorial Scholarship. I am writing today as an alumnus of the Powerline program and as someone who counts myself as blessed to have been able to call Mel a friend. I want to encourage all of the hundreds of Mel’s former students, and their employers, to consider making a contribution in his memory. At the time that the scholarship fund was established, the fund wasn’t substantial enough to be self-sustaining, so over the past 12 years, the account has dwindled in size. This year, 2017, marks the 50th anniversary of Mel’s hard work in organizing a program that has provided countless benefits to the electric utilities in Iowa and neighboring states, as well as prepared hundreds of students for careers in our industry. Please join me in an effort to fund the scholarship at a high enough level to continue for the foreseeable future, and give some consideration to ongoing annual gifts.
