Public Assistance funding under Disaster Declaration 4557 (Derecho Storm)

We wanted to make certain you’re aware there are 16 counties that are eligible to apply for Public Assistance funding under Disaster Declaration 4557 (Derecho Storm). For any communities that qualify this funding could cover the cost of material such as poles, wire and associated equipment as well as the labor costs, both straight time and overtime, as well as debris removal in some instances.
The counties that qualify are as follows:

Eligibility Expanded for Iowa Small Business Utility Disruption Prevention Program

The Iowa Economic Development Authority (IEDA) today announced that more Iowa small business owners and nonprofits are now eligible to receive financial assistance with electric and natural gas utility bills.

Eligibility criteria for the Iowa Small Business Utility Disruption Prevention Program has been expanded to include utility assistance for eligible small businesses and nonprofits for electric or natural gas service provided between March 17, 2020 and October 15, 2020.

Eligible small businesses and nonprofits must have experienced a COVID-19 loss of income. Full eligibility information and the application is available at iowabusinessrecovery.com. The program will accept applications through October 31 or until all funds have been exhausted.

The program will provide short-term relief in the form of direct payments to utility providers to be applied to accounts. A minimum of $400 and up to $7,500 can be applied towards utility bill costs for eligible small businesses and nonprofits. The state allocated approximately $14.5 million of federal CARES Act funds for the program when launched in early July.

“We’re pleased to announce the extension and expansion of the utility assistance available to COVID-19 impacted small businesses and nonprofits as they work tirelessly to recover from the far-reaching impacts of the unparalleled pandemic,” said IEDA and Iowa Finance Authority Executive Director Debi Durham.

COVID-19 Iowa Eviction & Foreclosure Assistance Still Available

Assistance is still available for Iowa homeowners and renters through the COVID-19 Iowa Eviction & Foreclosure Prevention Program. Announced yesterday, the maximum mortgage payment assistance has increased from a maximum of $3,000 to $3,600. The maximum rental assistance payment remains unchanged.

ELIGIBLE IOWANS
  • Current renters and homeowners that are at risk of eviction or foreclosure due to a documented COVID-19 related loss of income on or after March 17, 2020.
  • Household income at the time of application may not exceed 80% of the median family income, which varies by household size and county, a listing of income limits is available here.
  • Additional eligibility information is available here.

ASSISTANCE AVAILABLE
  • Rental assistance for up to four months. This can include months in arrears, no earlier than the April 1 rent payment, ($3,200 maximum).
  • Includes manufactured home rent and lot rent
  • Mortgage payment assistance, including up to four months (this can include up to two months in arrears) beginning with April 1 mortgage payment, ($3,600 maximum).

2020 WTFAP Grant Application Now Available

“The 2020 Wastewater and Drinking Water Treatment Financial Assistance Program (WTFAP) application is now available. 

Grants will be awarded to water and wastewater projects based on the following priorities: 
  • Disadvantaged communities
  • Projects that will significantly improve water quality in their watershed
  • Projects that use alternative wastewater treatment technologies (all projects proposing alternative technologies must be approved by DNR)
  • Communities with the highest sewer or water rates
  • Projects that use technology to address nutrient reduction
  • Projects that will improve source waters for drinking water utilities.”
 There is approximately $2 million available in this program, which is a part of the Senate File 512 legislation.  It is not related to the State Revolving Loan Fund projects.

The application (accessed via the black button mid-page) is due by September 25th.

The grant awardees are determined by a committee consisting of the Secretary of Agriculture (or designee), the Executive Director of the IFA (or designee), and the Director of the DNR (or designee).

Drinking water utilities are continuously searching for ways to proactively monitor the system while improving resiliency. This presentation is designed to give a high-level overview of drinking water systems which includes the basics of hydraulics and pressure and an explanation of different technologies being developed to benefit drinking water utilities.  It discusses how utilities can easily install and use remote pressure monitoring to identify hydraulic anomalies and events while reducing water loss and repair response time. This presentation also includes discussion on utilizing technology for the development of the EPA Emergency Response Plan and Risk and Resiliency Assessment, available industry resources from various organizations, funding opportunities and using technology to develop and calibrate water hydraulic models.

Missouri River Energy Services to Hold “Video Dedication Ceremony” for the Red Rock Hydroelectric Project

Missouri River Energy Services (MRES) will host a video dedication ceremony to commemorate the completion of construction and beginning of power generation at the Red Rock Hydroelectric Project (RRHP) outside of Pella, Iowa, an MRES member community. The premiere showing of the video dedication will be available via the organization’s website and social media channels on Sept. 2, 2020, at 2 p.m. CDT. Due to the uncertainty surrounding the coronavirus pandemic, MRES is opting for a video dedication in lieu of an in-person event.

RRHP will harness the power of the Des Moines River to deliver enough renewable, emissions-free energy to supply over 18,000 homes and businesses in MRES member communities and it will be the second largest hydroelectric facility in the State of Iowa.

MRES invites everyone to join us for the historic dedication of this clean, renewable and reliable resource that will provide energy for the next 100 years.
