Be Bright LED Bulb Efficiency Program

WECC has implemented a retail mark down lighting program for IAMU members such as Cedar Falls, called Be Bright. Participating Iowa electric utilities help residents make the simple switch to energy-efficient lighting by offering special pricing on ENERGY STAR® qualified CFL and LED bulb purchases. The Iowa Be Bright Program provides an instant rebate structure; there are no coupons to fill out. The channels and retailer mix includes: home improvement, mass merchant, warehouse, hardware, and specialty retailers. This includes national and regional retailers, as well as independents. The allocation of bulbs is based on geographic location of a store within a utility service territory, budget and kWh savings goals.

The following is an example of what a typical program for a municipal utility might look like. This is strictly for example purposes.

Municipal customers                                                   5,000
Annual LED lamps distributed with the program         4,800
Incentive cost                                                             $24,000
Annual kWh savings                                                   273,000 kWh
Program management cost                                         $8,500
(Program management costs include field outreach, training, marketing, etc.)

This assumes a typical customer distribution between residential and non-residential customers. It also assumes a typical retail footprint for lamp distribution.

The Be Bright Program also has field outreach staff members that educate retailers and customers on the benefits of ENERGY STAR qualified CFL and LED bulbs. Program field representatives provide sales associate training and retailer QA/QC. Iowa Be Bright point-of-purchase materials (shelf stickers, shelf hangers, and a product dangler) let consumers identify the incentivized CFL and LED product. Consumers are also directed to www.iowabebright.com to find a participating retailer. The website is a key tool that provides consumer education on bulb type and use, lumens versus watts, bulb color, and brightness.
