Dean served as treasurer of the South Iowa Municipal Electric Cooperative Association (SIMECA) for 22 years, including the first six years of his retirement. Long-time SIMECA president, Duane Armstead, described Dean’s service to the organization: “In 1987 SIMECA started receiving one bill from CIPCO and Dean calculated each member’s share, sent out the bills, collected the payments, and paid CIPCO with one check. The members knew that he always sent out the check to CIPCO at the last minute to make the maximum amount of interest for the SIMECA members. Dean was really a one-man band as far as SIMECA financials were concerned; in fact, when Dean had a heart attack in 1997 we realized that he was the only person authorized to sign SIMECA checks!”
Dean was active in the National Association of Gas Consumers and served as that organization’s president in 1994. He represented Iowa customers of the Western Area Power Administration on the board of Missouri Basin System Group through its merger with the Mid-West Electric Consumer’s Association in 1999. He served as an Adams County Ambassador (past president) and was an Adams County Economic Development Corporation board member. Dean served on the Corning Chamber of Commerce and on the Southern Iowa Regional Council of Governments for 29 years.
