Bart Rule, who served as IAMU's second Executive Director, passed away on April 2nd in Dunlap, Iowa at the age of 67.
Rule began his career at IAMU in June 1976 when he was named Assistant Director. The post was created to ensure a smooth transition when then Executive Director Pat Touchae retired in September 1978. After succeeding Touchae that year, Rule served as Executive Director until his resignation in May 1986. Rule was replaced by Bob Haug.
Harold Schiebout, former General Manager at Sioux Center Municipal Utilities, says Rule was \a gifted spokesperson and lobbyist for IAMU during his tenure. Schiebout says Rule, along with Bob Jester, was instrumental in establishing the IAMU Safety Program. Rule received the Kramer-Preston Personal Service Award from APPA in 1985 for his work in establishing APPA’s PowerPAC program.
